This is a supplement to the Compendium on Environmental Laws prepared in 1995 for Department of the Environment. The original publication provides an adequate framework for analysis and understanding of the legislative, judicial and executive approach to the environment and natural resources in Belize. Much has happened in the 15 years after the original publication in the area of environmental protection from a legislative standpoint as well as from a judicial perspective, and this Supplement provides an overview look at the legislative framework from 1996 to 2010. Consultancy Notice – Situational Analysis of the Recycling Sector in Belize – Department of the Environment

TERMS OF REFERENCE CONSULTANCY TO CONDUCT A SITUATIONAL ANALYSIS OF THE RECYCLING SECTOR (GLASS, PLASTIC, METAL, PAPER, AND OTHER MATERIALS) IN BELIZE Introduction The Government of Belize has enacted the Returnable Containers Act (RCA) Chapter 328:01 Revised Edition 2011 which provides for the establishment of a deposit return scheme for containers used in carbonated drinks. This legislation already provides value for certain products which are then collected by the informal sector and taken to redemption points/agents/centers. The most active of these until now is the beverage and liquid production group of companies. The Government has also enacted the Environmental Protection (Pollution from Plastics) Regulations, 2020 and its amendments which establishes a permitting system for the importation of restricted and prohibited products, establishes restricted products, and prohibited products and allows for the phaseout of the prohibited products. The legislative framework may provide an opportunity to promote recycling in Belize as this sector is still in its infancy stage and is predominantly dependent on the efforts of independent companies who collect and receive materials and then export for processing. The informal sector would contribute to the collection systems, however information regarding the different actors and how they interlink is limited. To understand the local status, the Circular Caribbean Project is looking for a consultant to conduct a situational analysis of the recycling sector in Belize in close coordination with Department of the Environment (DoE) and other public sector (bodies or entities) that influence the sector. CREW: Coastal Resilience and Wastewater Revolving Fund Protecting Belize’s Environment and Your Investment Outdated wastewater systems are placing increasing pressure on Belize’s environment, coastal ecosystems, and public health. Poorly managed wastewater can contaminate groundwater, damage sensitive marine habitats, and threaten the coral reefs that support tourism, fisheries, and local communities. To address this challenge, the Government of Belize has introduced the CreW- Coastal Resilience and Wastewater Revolving Fund. The program is designed to help property owners, developers, and businesses transition to modern, environmentally responsible wastewater systems through accessible, low-interest financing. Affordable Financing for Wastewater Upgrades CreW provides financing at approximately 3% interest, making it easier and more affordable to invest in upgraded wastewater infrastructure. The fund supports the installation of systems that: Protect groundwater resources Preserve Belize’s coral reefs and coastal ecosystems Improve sanitation and public health Help property owners comply with national environmental standards Increase the long-term sustainability and value of developments and businesses By improving wastewater management today, applicants can reduce environmental risk while strengthening the resilience of their properties and investments for the future.
